Angela Oh

Senior Economist and Research Manager

Angela Oh is a senior economist and research manager for the Utah Governor’s Office of Planning and Budget. She leads complex economic and policy analyses that inform statewide strategy and executive decision-making, serving as a trusted advisor on stakeholder perspectives, research evidence, and the long-term implications of policy choices.

She oversees a broad budget and policy portfolio, including the Governor’s Office of Economic Development, the Department of Alcoholic Beverage Services, the Department of Cultural and Community Engagement, the Department of Workforce Services, and legislative pass-through grants.

Previously, Angela led research for The Pew Charitable Trusts’ state fiscal health project, directing qualitative and quantitative analyses on fiscal sustainability. Her work focused on addressing structural imbalances, preparing for economic downturns, identifying emerging fiscal risks, and providing technical assistance in revenue and expenditure forecasting, budget stress testing, and long-term fiscal planning.

Earlier in her career, Angela was a senior managing economist at the University of Utah’s Kem C. Gardner Policy Institute, specializing in public finance and tax policy. She also served as the budget manager for the Utah Department of Transportation and as a senior statistician for the Utah Legislature.

Angela holds bachelor’s and master’s degrees in economics from the University of Utah, with a minor in international studies.
