BUILD Coordinating Council 

Governor Spencer J. Cox launched the BUILD Coordinating Council on May 28, 2025. 


The BUILD Coordinating Council’s purpose is to foster a collaborative and thoughtful approach to planning for the future of Utah. Comprised of community partners across state and local government, the private sector, and our research institutions, the new Council is working towards the kind of future Utah that Utahns want.

The BUILD Coordinating Council will meet regularly to:

  • Review and discuss the demographic, economic, and other changes occurring in Utah;
  • Establish a set of shared statewide goals, based on  input from Utahns, that outlines the future that we want; 
  • Identify opportunities for greater cross-agency and cross-issue collaboration around growth policy areas;
  • Discuss growth challenges and potential cross-agency solutions;
  • Prioritize key growth issues for future policy consideration;
  • Identify and resolve conflicts among state agency and partner long-range plans;  and
  • Produce an annual report that lays out a clear plan for how we will ensure that Utah remains a great place to live.

Above all, the BUILD Coordinating Council will make sure that, even as Utah grows, that it becomes an even better version of the place it is today—one with strong communities, families, and employment; affordable housing options; and abundant recreation.

The formal BUILD Coordinating Council is supported by a staff-level coordination forum, the State Planners Network (SPAN), which is comprised of employees with planning functions from across state government.
