HB 346, passed during the 2021 General Session, tasks the Governor’s Office of Planning & Budget (GOPB) to make recommendations regarding possible restructuring to improve coordination between the Department of Natural Resources and the following entities:

  • Division of Public Utilities
  • Office of Consumer Services
  • Center for Rural Development

Members of the public provided input and feedback throughout the process, which concluded with GOPB's presentation to the Natural Resources, Agriculture, and Environment Interim Committee on Nov. 17, 2021.

TIMELINE

Jul. - Aug. 2021 - Public input collected to inform GOPB recommendations.

• • 10 public meetings were held throughout the state in each of the 7 associations of government. Virtual and in-person participation was accommodated. Please see below for details and meeting recordings.
  • Employees of impacted entities, members of the public, customers, and other stakeholders were invited to complete a survey to provide written input. The survey closed on August 14 at 11:59 PM.

Oct. 2021 - A draft report was made available for public comment at gopb.utah.gov/hb346.

Nov. 2021 - Public feedback was incorporated and recommendations prepared.

• • Final recommendations were presented to the Natural Resources, Agriculture, and Environment Interim Committee at the November 2021 Interim meeting on Nov. 17, 2021.
